Referral / Commission QEC

A generalized channel‑partnership contract for any platform and introducer relationship — the same structure proven live in the ICPO X × ClaimAnchor™ instance, available to any two sovereign nodes with a commission‑bearing referral relationship.

Every other system proves a moment. QEC proves a relationship.

The Problem

Commission Trust Runs on Spreadsheets

Referral and channel‑partner programs are usually tracked in a CRM and reconciled by hand: closed‑won status in one system, subscription/billing status in another, commission math computed off‑ledger by whichever side controls the spreadsheet. Disputes over "did the deal actually close" or "is the account still active" are common and hard to resolve because neither party has an independent, verifiable record of the other's state.

A Referral/Commission QEC entangles the platform and the introducer directly: the commission cycle only opens when both sides' independently‑sourced conditions are true, and every payout cycle is dual‑witnessed rather than asserted by one side.

Section 2

What the QEC Certifies

MechanismTriggerResponse
Entanglement TriggerClosed‑won AND active, non‑delinquent subscription — both independently sourcedOpens or suspends the commission cycle without either side's discretion
Dual Witness CapsulesEvery payout cycleBoth nodes author independent capsules; a mismatch flags manual reconciliation rather than silently anchoring a disputed fact
Consent LockAny attempt to unilaterally change the commission schedule or attribution windowBlocks the change until both nodes explicitly re‑consent
Dead Man's SwitchEither node goes unresponsive past the check‑in windowSeals last agreed capsule state, referral ledger, and outstanding balance to Bitcoin and Arweave

Section 3

Sovereign Service Fee

The fee for a Referral/Commission QEC is a sovereign service fee for relational participation — compensation for the work of deploying and maintaining the referral relationship and its certification infrastructure, never framed as a profit share, yield, or investment return. Rate schedules (e.g. tiered by year, flat, or negotiated) are set per engagement and locked into the QEC's Consent Lock at instantiation.

Value accepted: Bitcoin, cash, or in‑kind arrangement, agreed and recorded as terms within the QEC itself.

Section 4

How to Instantiate

1. Both nodes hold or obtain a sovereign QISL identity.
2. Fields are filled from the QEC Template: parties, type = Channel/Referral, fee schedule, attribution window, Consent Lock, Distress Capsule.
3. The QEC is executed and the first SWL certification cycle opens.
4. The contract self‑certifies every ~10 minutes, anchored to Bitcoin and Arweave, for the life of the partnership.

What anchoring proves

A Bitcoin anchor might prove that a particular fingerprint existed no later than a certain time. It does not, by itself, prove authorship, accuracy, lawful possession, contractual assent, or the truth of the underlying document.

Notice

ICPO X does not offer financial returns, profit, yield, or investment opportunities. All engagement fees are sovereign service fees for relational participation and infrastructure access — compensation for certification, coordination, and enforcement services rendered, not a share of revenue, profit, or return on capital. ICPO X is not a security, investment contract, or financial product.
