The Problem
Referral and channel‑partner programs are usually tracked in a CRM and reconciled by hand: closed‑won status in one system, subscription/billing status in another, commission math computed off‑ledger by whichever side controls the spreadsheet. Disputes over "did the deal actually close" or "is the account still active" are common and hard to resolve because neither party has an independent, verifiable record of the other's state.
A Referral/Commission QEC entangles the platform and the introducer directly: the commission cycle only opens when both sides' independently‑sourced conditions are true, and every payout cycle is dual‑witnessed rather than asserted by one side.

The fee for a Referral/Commission QEC is a sovereign service fee for relational participation — compensation for the work of deploying and maintaining the referral relationship and its certification infrastructure, never framed as a profit share, yield, or investment return. Rate schedules (e.g. tiered by year, flat, or negotiated) are set per engagement and locked into the QEC's Consent Lock at instantiation.
Value accepted: Bitcoin, cash, or in‑kind arrangement, agreed and recorded as terms within the QEC itself.

What anchoring proves
A Bitcoin anchor might prove that a particular fingerprint existed no later than a certain time. It does not, by itself, prove authorship, accuracy, lawful possession, contractual assent, or the truth of the underlying document.
