The Problem

A Timestamp Is Not a Relationship

Existing proof‑of‑existence tools — hash registries, notarization services, single‑block timestamps — answer one narrow question: did this file exist at this moment. They say nothing about what happens after: whether a collaborator honored the terms of a joint work, whether a source's confidentiality commitment held, whether a platform's usage rights stayed within the agreed scope.

Creators don't just need a receipt. They need a living record of the relationship around the work — one that keeps certifying itself for as long as the relationship matters.

Section 3

Sovereign Service Fee

There is no published rate card. The fee for a Creator QEC is a sovereign service fee for relational participation — compensation for standing up and maintaining the certification infrastructure, not a share of the creator's revenue, royalties, or upside. It is set per engagement based on scope (single work vs. ongoing series) and term.

Value accepted: Bitcoin, cash, or in‑kind arrangement, agreed and recorded as terms within the QEC itself at instantiation.

Section 4

How to Instantiate

1. Both nodes hold or obtain a sovereign QISL identity.
2. Fields are filled from the QEC Template: parties, type = Creator, fee structure, value form, Consent Lock, Distress Capsule, Witness Obligations.
3. The QEC is executed and the first SWL certification cycle opens.
4. The contract self‑certifies every ~10 minutes, anchored to Bitcoin and Arweave, for its stated term.

What anchoring proves

A Bitcoin anchor might prove that a particular fingerprint existed no later than a certain time. It does not, by itself, prove authorship, accuracy, lawful possession, contractual assent, or the truth of the underlying document.
