A continuously certified, Bitcoin-anchored relational record between Christopher (ICPOX-001, Founder) and an executive-track partner joining the ICPO X leadership circle. Not a substitute for the executed operating or employment agreement — a coherence layer sitting on top of it, proving the relationship stays live, aligned, and mutually attested over time.

Executive partnerships carry higher-trust surface area than a customer or channel relationship — access to strategy, IP, and operating decisions. This QEC exists to make that trust continuously verifiable rather than assumed on the strength of a signature alone.

The QEC activates when both conditions are independently true and stays live only while they remain true:

Section 3
Any compensation for an executive partner (base, equity, or otherwise) is governed entirely by the underlying operating or employment agreement, not by this QEC. Where the role includes ICPO X sovereign-asset participation, that issuance is described separately and is never characterized here as a share of profit or investment return — consistent with ICPO X's locked sovereign service fee for relational participation language across all products.

Every review cycle produces two independent witness capsules that must agree before the cycle is marked coherent:

The terms referenced by this QEC are locked by mutual consent at instantiation and can only be amended by explicit, signed agreement from both nodes — protecting the executive partner from unilateral redefinition of their role and protecting ICPO X from silent scope creep.

If either node goes unresponsive past a defined check-in window, the QEC triggers a snapshot of the last agreed state, protecting both sides from disputes arising from unavailability rather than bad faith.

Each review cycle's dual-witness capsule pair is committed to the SWL witness chain and anchored to Bitcoin roughly every 10 minutes, with a permanent copy on Arweave.

This QEC entangles a classical service: the Governance Service — the founder protocol and decision-making structure that governs how an executive partner joins ICPO X leadership. It is non-equity by default; any equity is governed separately by the underlying operating or employment agreement.

What anchoring proves
A Bitcoin anchor might prove that a particular fingerprint existed no later than a certain time. It does not, by itself, prove authorship, accuracy, lawful possession, contractual assent, or the truth of the underlying document.
