BASCI™ already tracks reserves, deposits, and ELL-locked pools programmatically. This QEC adds a human attestation layer on top: Christopher's Φ-backed identity is continuously entangled with the treasury's state, so every material capital movement carries a founder-level witness signature rather than relying on the ledger alone.

The QEC stays live only while both conditions hold:

Section 3
This QEC carries no sovereign service fee. It is a governance and attestation instrument, not a compensated role — Christopher's founder equity and any distributions are governed by the ICPO X LLC Operating Agreement, entirely separate from this contract.
Section 4
Every witness cycle produces two independent capsules that must agree before the cycle is marked coherent:
A mismatch — say, a reserve movement the founder hasn't attested to — flags the cycle for reconciliation rather than sealing an unattested capital movement as fact.
Section 5
If Christopher goes unresponsive past the defined check-in window, the last fully attested treasury state is sealed as the canonical record, and treasury operations continue under existing multi-signature and governance controls rather than being blocked on a single founder's response.
Section 6
Each witness cycle's dual-capsule pair is committed to the SWL witness chain and anchored to Bitcoin roughly every 10 minutes, with a permanent copy on Arweave — giving anyone auditing BASCI™ an independently verifiable capital-flow history.

This QEC entangles a classical service: BASCI™ Operational Flows — attested operational coherence of protocol ledger contributions, reserves, and ELL-locked pools. It certifies that capital movement stays auditable, not that it produces a financial return.

What anchoring proves
A Bitcoin anchor might prove that a particular fingerprint existed no later than a certain time. It does not, by itself, prove authorship, accuracy, lawful possession, contractual assent, or the truth of the underlying document.
